The man who has admitted giving classified documents to reporters and making public a pair of wide-ranging U.S. surveillance programs could face decades in prison, but the United States would have to get its hands on him first.
 
Edward Snowden says he has taken refuge in Hong Kong. Although it's part of China, it is partly autonomous and has a Western-style legal system. There's an extradition treaty, but it has some exceptions for example, in the case of prosecutions that are considered to be politically motivated.
 
Snowden says he used to work as a contractor at the National Security Agency and the CIA.
 
The director of National Intelligence says the surveillance programs do not target Americans, but Snowden says the programs are subject to abuse.
