Claim Of Boys Home Abuse Brings Up Foster System Issues

A lawsuit claims there was a sexual assault at a boys home near Belton. In it, attorneys call out the home and the State Department of Social Services for allegedly knowing about prior complaints of child-on-child maltreatment and doing nothing.

A DSS spokeswoman said that is only one side of the story, but did not comment further or explain if the state ignored complaints at that home.

Former family court judge Amy Sutherland doesn't like hearing of any abuse but knows it can happen.

Social workers are supposed to make monthly visits.

"The case loads are so overwhelming in South Carolina that it's very difficult for a case worker to do that," Sutherland said.

She said everyone involved with a child from the state, to group homes need to stay vigilant.

"A child usually will not report unless they know they're going to be safe after they do report."

Sutherland says the ultimate solution is to move kids into permanent homes, where they can have a safe and stable upbringing.

"We need to get them out, we need to get them out of the system as soon as we can possibly get them out," she said.
