Spartanburg city leaders heard from a developer Monday who has plans to overhaul an old apartment building downtown.

The more than 60-year-old Schuyler building has sat empty in recent months, as workers began replacing windows and gutting the existing units.

Pace Burt presented his plans to city council in an effort to secure some tax credits.

The city approved the historical assessment tax break in a unanimous vote.

Leaders say the project could breath some new life into that part of downtown.

The plans include upscale studio apartments in the 13-story structure.
