Thousands of ballots cast by voters in the wrong voting precinct on Election Day will no longer be counted in the new elections overhaul law passed by the North Carolina General Assembly and swiftly challenged in court. 

The prohibition on counting out-of-precinct provisional ballots is among nearly 60 changes signed last week by Gov. Pat McCrory. They include provisions requiring photo identification, reducing the number of early-voting days and ending same-day registration during early voting.

State law for years directed election officials to count the choices of voters that would have counted had they voted in the correct precinct. Republican Sen. Bob Rucho of Matthews says the change will help streamline the election process.

Critics of the new law say the prohibition is just another obstacle for citizens to vote.
