SPARTANBURG, S.C. -

A letter from the Department of Health and Human Services to Piedmont Community Action notified the agency of a special review to begin on September 30th.  It includes dozens of financial documents including federal grants, personnel files and payments, mortgage and other costs associated with the purchase of a vacant Bi Lo grocery in 2010.

PCA used a federal grant to buy the building in 2010.  It remains vacant today.

The director at PCA, Dr. Willie Ross, said the building is for sale.  Ross said PCA was able to expand use of another building after buying the empty grocery.

Ross said he would discuss results of the special review once auditors finished their examination.
