The effect of the federal government's shutdown in South Carolina appears spotty, hitting some worse than others as the partial closure enters its second day. Union members representing government employees say they fear a prolonged shutdown and are planning to protest.

Many federal services continued. Military recruits continued training at Parris Island and Fort Jackson. South Carolina's Army and Air National Guard's top commander says they are prepared for any emergency.

The state's labor agency says employers won't be penalized if they can't verify new workers are legally in the United States.

However, South Carolina's Department of Health and Environmental Control is telling its 122,000 clients it has about two weeks of funds to keep money for the Women, Infant and Children's supplemental food program flowing.
