SPARTANBURG COUNTY, S.C. - Deputies say Jessie Fowler created a disturbance at TNT Wings on Union Street Wednesday. According to the incident report, Fowler was using foul language and asking people for money.

The owner told police he asked Fowler to stop, and that Fowler went outside and started beating on the glass. The owner called the Spartanburg County Sheriff's Office.

Deputies found Fowler in an alley behind the restaurant and told him to go home, that he was not allowed back into the restaurant.

A short time later, deputies were called back out to Union Street for a report of a man in a wheelchair who had fallen. When deputies arrived, they confirmed the man was Fowler. As they were helping him back into his chair, deputies say Fowler hit one of them on his left cheek. 

Fowler was arrested and charged with public disorderly conduct.
