Dash-cam video shows shootout during high-speed chase in Horry County

Authorities on Thursday released dash-cam video showing a person shooting at a SC Trooper during a high-speed chase in Horry County in September.

The wild chase on SC 22 happened late in the afternoon of Sept. 14 and video shows dramatic images of a person firing from a driver's side window of a speeding Buick Rendezvous SUV at the SC Trooper's cruiser.

The video shows debris fly up from the SC Trooper's cruiser after it is hit by gunfire. Just after several shots are fired and appear to hit the trooper's car, the Buick speeds away and the trooper yells "Shots fired! Shots fired!" over the radio.

The video also shows the crash involving the Buick, which happened moments later, and authorities surrounding the vehicle with weapons drawn.

Just as the crash happens, the trooper who was fired upon asks for help over the radio "Get us some help. My car's shot up!"

As other officers begin to approach the wrecked Buick, several shots are heard over the video – and video shows an officer retreating to safer ground behind his vehicle.

The incident began when a trooper was attempting to pull over an SUV for a traffic violation when that vehicle lead the trooper on a chase after refusing to stop, said South Carolina Highway Patrol Lt/Cpl. Sonny Collins.

Dash-cam video, obtained by WBTW from SLED also captures the SUV driver hitting a barrier during a wide turn to enter SC 22. Earlier in the chase, the vehicle runs a roadblock and passes several cars on tight two-lane roads.

Collins says while chasing, the driver fired shots at the trooper, then, the chase ended but a driver and a passenger got out of the car and continued shooting at the highway patrolman.

The trooper exchanged gunfire with the two people, authorities say.

No one was injured in the shooting.

The driver was immediately taken into custody at the scene, but the car's passenger fled into the woods near the intersection of Highway 22 and 319 in Horry County.

After a search, the passenger was also taken by police.

 During the incident, which happened on a Saturday around 6 pm, authorities shut down a portion of Hwy 22 near Hwy 319 after two people fired shots at a state trooper.

Authorities say Richard Lee Cochran IV and Shannon Marie Keiser were in the vehicle they chased and that, during that chase, Cochran fired shots at the patrol car.

Fortunately, none of the shots hit the trooper.

Authorities think Keiser was driving and after she wrecked on Highway 22, Cochran ran off but continue to shoot.

Cochran, age 20, was found a few hours later and charged with, among other things, three counts of attempted murder, possession of a deadly weapon during a violent crime and failure to stop for a blue light.

He remains in jail held without bond.

He had just gotten out of jail... on bond... In March on several charges... including assault on a police officer.

Keiser was arrested at the scene and charged with obstructing justice. 

Keiser, age 33 of Conway, also has a rap sheet.

The South Carolina Highway Patrol and the Horry County Police Department investigated the incident.

The South Carolina Law Enforcement Division investigated the officer-involved-shooting part of this incident.
