Anderson Co. Council Will Hear Public Comments On Animal Ordinance

Anderson County Council is moving closer to adding tighter breeding regulations for dogs in Anderson County. Their next step includes public comments.

The proposed ordinance requires breeders to have a license, provide health records of vaccinations and allow yearly inspections. Selling dogs in public, on the side of the road, in parking lots or on sidewalks will be prohibited. Selling dogs at  flea markets, fairs or carnivals will also be against the law unless they meet certain requirements and has permission from the Anderson County Sheriff's Office.

Council spent several months drafting the ordinance after a suspected puppy mill was found in Anderson County. More than 150 dogs were seized.

"It's a profit thing it's not about the happiness of the animal," says David Gleason, an animal lover.

The Animal Control division of the Anderson County Sheriff's Office will be enforcing the new ordinance once it's passed. They gave thoughts and input to the Council as they were drafting the ordinance.

"It's not going to be a an overnight solution to the puppy mills," says Jessica Cywngar, Director of Anderson County P.A.W.S.

P.A.W.S. took the seized dogs in last summer. Despite seeing that influx of animals they were able to increase the number of adoptions from the shelter 26% in 2013.

"We had many adopters who not only came from other parts of the state, they come from out of state to adopt with us," Cywngar says.

Anderson County will hear public comments at the next reading of the ordinance on Tuesday, January 21, 2014 at 6:30 p.m. In the Old Courthouse.
