WALHALLA, SC - Police arrested Heather Wilbanks and Brett Wilson and charged them both with 4 counts of unlawful neglect of a child or helpless person. Wilbanks and Wilson were being held at the Oconee County Detention Center under $20,000 bond.

According to the incident report, someone tipped off police to the terrible conditions the children were living in. When the officer arrived, he found four children living in a mess. The officer says there was a strong odor of urine and feces coming from the home. One child appeared so weak, he could not hold his head up. Another child would hardly move as the officer investigated the scene.

The police report notes there were clothes, open food bottles and soiled diapers all over the living room.

The children were taken and placed in emergency protective custody with DSS. All four children were taken to the hospital and will be placed in foster homes as soon as they are released.
