Sex Offender Arrested Three Times In Henderson County

HENDERSONVILLE, N.C. - A registered sex offender has been arrested for the third time in less than a month after an incident a Henderson County school.

Major Frank Stout of the Henderson County Sheriff's Office stated that Stephen Carl Harner, 30, of East Flat rock, North Carolina, was arrested Tuesday and charged with being a sex offender on school premises without authorization. Stout stated that Harner was arrested after a resource officer at the undisclosed school recognized him picking up his girlfriends daughter on the school property. He was later released from the Henderson County Detention Center on $16,000 bond.

The arrest was Harner's third in 18 days.

On January 14, he was charged with being a sex offender on school property without authorization after it was determined that he was not the parent or guardian of a child in the school, and his presence was not requested by the principal or anyone else to discuss school-related matters concerning the child's welfare or transportation. He was released on $8,000 bond.

On January 10, Harner was arrested and charged with failing to notify the sex offender registrar at the sheriff's office of an address change and failing to appear while driving while his license was revoked. He was released on $28,000 bond.

Harner was convicted of sexual battery in 2007 and made to register as a sex offender.
