OCONEE COUNTY, S.C. - Oconee County Sheriff's deputies arrested Steven Neal of Westminster over the weekend and charged him with possession of a controlled substance, meth possession and possession of a pipe bomb.

Deputies say they were warned Saturday morning to be on the lookout for a white colored sedan that left the Dollar General on Wells Highway. According to dispatch, one person inside was acting suspiciously and another was wearing body armor.

A deputy spotted the car on Highway 123 near Seneca and pulled the car over. Investigators say one passenger inside showed the deputy a bullet proof vest. A third person, identified as Neal, seemed to be acting suspiciously.

Two other deputies arrived on scene and the driver gave them permission to search the car. Inside, they found a plastic bag with an orange pill inside. When deputies search Neal, they found a piece of PVC wrapped in electrical tape with a fuse coming out of the top. Deputies also found a plastic bag with clear substance inside his right shoe.

According to the incident report, Neal told the deputies the baggies belonged to him. Deputies arrested Neal. Two other people in the car were released. Neal was being held at the Oconee County Detention Center under $40,000 surety bond.
