Cammie Claggett Apts. Called Unsafe, Push For New Public Housing

SPARTANBURG COUNTY, S.C. - The Spartanburg Housing Authority plans to demolish Cammie Cleggett Courts, a 150 unit housing complex in the Highland Community, and replace it with new homes. This is part of a new push to move away from traditional public housing.

“The damage to Cammie Claggett is alarming,” Housing Authority Executive Director Harry Byrd told our coverage partners at the Herald Journal. “There’s major structural damage. There’s old terra cotta plumbing, and there are issues with the underground water lines. There are electrical issues. It’s unsafe for people to live there and requires drastic action.”

Byrd showed city council members further proof. That includes black mold around the toilets, water damage in the bathrooms, as well as sewer problems and structural damage.

Housing Authority leaders say it will be cheaper to demolish the apartment complex and build new homes. The Housing Authority plans to begin demolition  in June 2015.

The U.S. Department of Housing and Urban Development is moving to new model called Rental Assistance Demonstration. That lets tenants live in homes and pay a portion of their income towards rent. The federal government would cover the rest.
