Northside Improvement Project Delayed By Property Dispute

Development delayed—plans to improve a Northside neighborhood in Spartanburg are stalled as the city negotiations with a "big time" property owner.

The property dispute is happening at the Oakview Apartments on Howard Street in Spartanburg—right in the middle of the city's Northside Initiative.

The city and non-profit Northside Development are working to enhance the blighted, high-crime area with new housing, parks and even a farmer's market. But Oakview Apartments are standing in the way.

Northside Development says the property is key to their master plan, but property owners want $2.5 million for it. Northside Project Manager Curt McPhail says that is more than double the non-profit's asking price.

“For us this is really about fairness,” said McPhail. “We want to be able to get a fair price for the property. And we really want to do business with the folks that own it."

Related Properties owns the apartments. The company is owned by billionaire, Miami Dolphins owner Stephen Ross. By email, the company says: "Based on our history of owning the property for seven years, we dispute that valuation figure mentioned."

7 On Your Side checked into the property value, and we found out the Oakview Apartments were purchased in 2006 for $3.3 million.

The Spartanburg Tax Assessor's office values the land and the buildings at $1.3 million. But property owners are asking for $2.2 million.

By email the company says it has invested about half a million dollars in building improvements and landscaping.
