Deplorable conditions found in home, mom charged with neglect, say deputies

SPARTANBURG Co., SC (WSPA) – A Spartanburg Co. mom has been accused of neglect after a deputy found deplorable living conditions in her home, according to a sheriff’s office report.

Kandace Marie Hall, 26, is charged with four counts of Unlawful Neglect of Child, according to warrants.

Spartanburg Co. Deputies say they went to a home in the 3000 block of Shalann Dr. on 11/14 for a welfare check.

DSS said they had gone to the home the day before to check on children due to them not going to school.

A deputy knocked on the door and a small girl came to the door and a small child could be heard crying in the background.

They asked the girl to get her mother.

The mother, Kandace Hall, came outside and immediately and shut the door behind her, according to the report.

A deputy said Hall appeared to have been asleep and her clothes were dirty and her hair was matted with white specks in her hair.

They told Hall they were there because DSS had called them.

Hall said she had received several visits from DSS in the past and was “tired of messing with DSS” so she chose not to let the DSS employee in her home.

She told the deputy that she believed the kid’s school is making the complaint on her to DSS because all of her children have lice, according to the report.

The report said deputies found dirty clothes and roaches throughout the home.

A small boy was walking around the living room wearing only a diaper that appeared to be full, according to the report.

Deputies found dirty dishes and roaches crawling over cans in the cabinet and crawling on open, raw chicken in the refrigerator.

There were dirty clothes piled all over the floor and roaches all over the walls and floor, according to the report.

The deputy said the woman’s bedroom had half-drank liquor bottles and a full sip cup used for tobacco in reach of the children inside.

A deputy opened a small linen closet in the hallway and a heavy amount of roaches poured out and covered the floor in just a few seconds, according to the report.

They called DSS to respond to the scene and took four children in to Emergency Protective Custody due to the deplorable living conditions inside the home.

DSS took custody of the kids.
